Navigating Housing Legislation Changes in North Vancouver

In November 2023, the provincial government passed legislation aimed at boosting housing supply and affordability across British Columbia, including North Vancouver. These changes signal a significant shift in how local municipalities, like the District of North Vancouver, approach development and growth within their communities.


Impact on the District:


The new legislation brings about fundamental changes in how the District, along with all other local governments in B.C., plans, evaluates, and approves development projects throughout the community. This includes revisions to zoning bylaws and a reevaluation of long-term community visioning.

Adapting to Increased Density:


To comply with the legislation, the District must now facilitate increased density in neighbourhoods traditionally zoned for detached single-family homes and duplexes. This necessitates updates to both strategic planning initiatives and zoning regulations. By June 30, 2024, all relevant bylaws must undergo revision to meet provincial requirements.


Key Facts to Consider:

  • In many single-family neighborhoods, the legislation permits up to three or four units per lot. Areas near frequent transit may see densities of up to six units per lot.
  • Transit Oriented Development Areas, designated by the provincial government, impose minimum densities and building heights, particularly around Phibbs Exchange and Capilano University.
  • Public hearings for residential projects adhering to the District’s Official Community Plan are no longer mandatory under the new regulations.
  • A comprehensive update of the District’s Housing Needs Report is due by December 2024.
  • By December 2025, revisions to the District’s Official Community Plan and Zoning Bylaw must accommodate 20 years of projected residential growth.
